Philadelphia BEPP Compliance and Tune-Up Services
Philadelphia's BEPP applies to non-residential buildings 50,000 sq ft and larger on a rolling five-year tune-up cycle, with reports required from certified Tune-Up Specialists. Ease's Licensed Professional Engineers and Certified Energy Managers handle the process end to end.

MaST Community Charter Schools
Three Campuses, One Coordinated Engagement
Ease provided BEPP tune-up services across MaST's Byberry, Tacony, and Crown campuses. Each building underwent a full assessment of its energy systems, with tune-up plans and reports filed with the Office of Sustainability.

Inside Philadelphia's Tune-Up Ordinance
Unlike programs that measure emissions or energy intensity, Philadelphia's BEPP centers on operational tune-ups: periodic assessments of a building's existing energy and water systems, followed by targeted adjustments that bring them back to peak performance.
-
Three compliance pathways: complete a tune-up, certify as a high-performance building, or apply for an exemption
-
Tune-ups must be performed by approved Tune-Up Specialists holding PE or CEM credentials, referenced through Green Building United's Contractor Hub
-
Rolling five-year compliance cycles based on building size, with the largest buildings due in 2026 and smaller tiers due through 2029
-
Non-compliance carries a $2,000 initial fine plus $500 per day after 30 days
How Ease Supports Philadelphia BEPP Compliance
BEPP compliance runs from the initial pathway evaluation through the final report filed with the Office of Sustainability.
Compliance Pathway Evaluation
Every covered building has three compliance options: a full tune-up, high-performance certification, or exemption. Ease evaluates which pathway makes the most sense based on your building's systems, past benchmarking data, and long-term operating plan.
Building Systems Assesment
An approved Tune-Up Specialist conducts an on-site review of your building's HVAC, lighting, controls, and water systems, identifying operational adjustments that bring performance back into range.
Tune-Up Implementation
We coordinate the recommended adjustments across trades and building operators. Where a full retrofit better serves the building's long-term performance, the work moves through Ease's project implementation and vendor management process.
Report Submission and Certification
Once the tune-up work is complete, Ease compiles the report, files it with Philadelphia's Office of Sustainability ahead of your building's deadline, and manages any follow-up questions from the reviewer.
